Anybody understand ecu circuits? Connection rusted away.

Mechanic put this rusted ecu in my car . I see that one connection has rusted away. I have 3 other ecu's to compare it to.

Anybody know what this part would do? My idle is about 300 rpm lower with this damaged ecu.
