I just changed the driver's inside tie rod end on my daughter's 99SE.
On the driver's side, I found the easiest way to unscrew the rod end was to do it was through the engine compartment. I had to remove the air box and a couple of small hoses to get access.
From underneath, just remove the band holding the rack boot in place. You'll probably have to cut it off.
With pliers, remove the spring band on the small end of the boot and slide the boot off the rack.
I used a small, inexpensive, Harbor Freight pipe wrench ($2.99) which slipped nicely over the ball socket housing. Once I got the teeth to bite I just slipped a tube bar over the handle for leverage and it loosened right up.
On this car there was no locking tab as you find on B13's. Nissan just used thread locker to hold it in place.
Reverse the process to get it back together. Use threadlocker. The OEM rod comes with locktite threadlocker.
When I refitted the boot, I used a couple loops of aircraft stainless steel wire and twist lock pliers to make a clamp.
I would think a hose clamp or a mil spec nlyon zip tie, the kind with a metal locking tab would hold, too.
Don't forget to check your alignment after you are done.
