Strut trouble

I just installed stock springs in my car and I'm having a problem. For some reason the front left strut makes a popping noise when I turn the wheel about halfway around. I looked in the wheel well and for some reason a part in the top of the strut isn't turning when I turn the wheel and once it gets to a certain point it just pops. I checked the placement of the spring and it's in the grooves correctly, but I still can't figure out what's wrong. Heres a picture of the part that isn't turning.

the part number is 54036

54036 isn't supposed to turn - I'd be concerned if it did. The thrust bearing directly on top of it allows for rotation in the strut assembly.

Common causes for popping:

- Thrust bearing (54325) may be worn out. Did you replace...or accidentally leave it out?
- The piston lock nut at the top may not be tight.
- Tie-rod ends are worn out.

now that I think about it I believe I put the part # 54325 in the wrong spot. Ill take it apart and see what it does.
