cursed rear brake caliper

I have been struggling with a sticking rear passenger side caliper for years now! I have searched and read all the threads on the subject and still don't have a definitive solution. here is what I have tried (in order):
sprayed lithium grease into the cable (lasted a couple of months)
sprayed lube on caliper e-brake pivot (lasted 3 months)
replaced both rear brake cables (lasted 8 months)
replaced both rear calipers (lasted 10 months)

I believe the problem is in the caliper and not in the cable... the return spring doesn't seem strong enough to disengage the lever after the ebrake is released. it seems like its a pretty common problem especially with the passenger side.
...so does anyone have a sure fire fix for this problem? ... I don't want to periodically lube and replace brake parts. I am searching for a permanent fix!
