This is not a common problem, so I don't think anyone is going to slap their forehead and say, oh yea, this happened to me and here is how you fix it. There are more than a couple SE-R things like this, but the wipers not turning off isn't one of them.
So, the best advice I could give is to get a multimeter or test light and a wiring diagram and start testing the relevant circuits. Identify the issue and neutralize the problem.
If it were me, I'd take it to a trusted mechanic and ask them to check it out. Maybe if your location were a little more specific than "usa" someone could recommend a mechanic or even offer to help.
