Dude. What are you talking about?
The quote is saying not to hook a line from your valve cover to your piping AFTER your turbo because it will pressurize the valve cover. The reason you hook it up before the turbo is that the turbo then acts like a vacuum and sucks the air out of the valve cover.
It says nothing about running an intercooler without a turbo. That would be stupid. You don't gain anything from it. Everyone you show it to would think your a poser/idiot.
