I know a place. OK auto in NJ, sort of near Phillipsburg. I think it's around Island Dragway actually. I took my car there last year with 3 bent rims and the fixed them for like $30.

im not sure about scratched rims, youll have to ask them, but thats the closest place to you that i can think of. Its about 20 minutes from Island dragway. good luck.
If you are willing to travel to NY there is Wheels America on Long Island. They are great. They charge 100 to repair a rim no matter what the condition.
