O2 Sensor any good ?!?!?!?

So my 98' SE-R has roughly around 79,000 miles on it and I've noticed that
my gas mileage is going down. My timing is set to 17 and I mostly use 89 octane.
And I was thinking of changing the O2 sensor would help raise my MPG and I was
wondering if this one from Kragen would do the job:

Think of doing a tune up calvin. Also your HP cams mightve made a difference . . .

the pre-cat is called the Upstream sensor right ?
