Could these be my problem?

Messing around in my engine bay yesterday and found two things. One, there was a pipe cleaner stuck in the tube that goes from the valve cover to the intake. I'm assuming this is a breather tube but not really sure. Two, the hose that ran from somewhere in my bay to the black canister right under the MAF and intake was cut. I believe this is the charcoal canister. The hose was the small one that went to the very top of the canister. So from these findings I have some questions. Would the pipe cleaner inside that tube effect my performance? My car runs real rich all the time and I can never get the mileage I want. I'm specifically wondering if it could effect this. Also, would the cut tube to the charcoal canister (if that is what it is) effect my mileage by allowing air into my gas tank? I realize the charcoal canister is supposed to get rid of the air in the tank so that's why I'm not sure.
As I've said my car runs rich all the time and I have no idea why it would do this so I've been trying to find anything I can to fix it. I've followed up most of the tune up guidelines and so that's why I'm trying to see if this little stuff is what is getting me.

I'm not sure about the line to the charcoal canister, but the pipe cleaner is supposed to be there. I'm sure if you searched for pipe cleaner, you would get tons of threads - not trying to be a seach nazi.

Yes, I'm an idiot. I found a thread on this within two seconds. Sorry about that. So that's not my problem obviously. Still wondering about that hose to the charcoal canister though.
