Engine won't REV

OK, I've done searching an nothing takes me me in particular to this problem. Maybe I haven't searched hard enough but the guess work is already hard.

Just installed a new U13 DET engine nothing fancy just reinforced block all stock. I used my old DE/VE harness on it.

The probelm is the car won't rev when I step on the gass or open the throttle. Another issue is that when I use my DE box it idles until I open up the throttle but when I use the u13 ecu it won't even start up.

I've changed different MAF, and did the trouble shooting sticky, I also changed ignition coils and checked ground wires. Fuel press is ok, plugs are ok too.

Help please, thank you.

No revving huh? I have to ask, is the throttle cable connected? You are saying that even when the throttle body opens there is no increase in RPM's. Am I right? Teoretically it should just rev when you open the throttle plate because you are allowing more air in. Does it kill the engine? Is there any vacuum coming from the intake manifold when you open the throttle body plate? Mkae sure there are no vacuum leaks as well.
