HELP Pair Valve is still blowing in my intake

Hi Guys,
Can some good hearted soul help me. I cleaned the pair valve, and put it back in. I noticed that when its cold it doesn't suck any air, and now the damn thing is blowing hot air into my air intake box.

I thought first that maybe I placed the reed assembly the wrong way, and changed it around. But it still blows hot air in my intake.

Can someone tell me what the hell I'm doing wrong with the thing.

Everything looks clean, and nothing looks bent. I need the stupid thing to pass smog in California. (hopefully, I can get it smoged in time, i had an accident yesterday - not my fault thank god)
