Trouble with ignition timing. Need help bad.

I have done search after search for weeks trying to figure my timing out. For starters I have a s13 with a redtop sr20det. The motor is completely built with Je pistons BC rods springs retainers valves and the whole shabang. Im running BC 264 cams. My issue is getting the timing set to 15*. I can get it close to 15 but its really jumpy so Im not sure its set at 15. It will go from 10 to 15 to 20 to 15 and so on. I took the valve cover and set the cas and get the car to running temp then pull the tps rev the car to 3000 3 or 4 times then the idle drops to 850 runs smooth then look at the timing and its jumpy. Also about every minuet or so the idle will jump up to 2000 then drop to 850. I have messed with this for weeks and cant seem to fix anything. The car runs good under boost but real crappy when not in boost and the turbo surges really bad out through the intake. I wasnt sure if the slightly bigger cams would cause the timing to be jumpy since i never had a car camed before. I am running hks740 injectors and a z32maf with a s15 turbo and a JWT tune. To me it seems like the car is leaning out way too much to try and set the timing right. When im driving it and go to stop it will lean out and stall. Is that due to the timing be off or just a crappy job from JWT? Sorry for the long post im just getting frustrated with this issue.

Also i adjusted it up to about 17-18* and it idles and runs perfect. Is that good or bad?

im kinda having the same issues with about the same setup you have. ive been looking to see if the bc cams require a different ignition timing, but no luck. personally, i feel if you arent getting any knock, then run with it.
