N14 GTI - SR20DE hesitation when cold

Hello, I have N14 GTI, which has the same engine as yours B13's and I have problem when the engine is cold. It wasn't so noticeable before but i got worse. When warm and when over 3000 rpm there is no hesistation, the problem occurs only when cold and under 3000 rpm.

It feels like the car has lost power for a while and then it goes again, as soon as the engine speed is above 3000 rpm it is all good (but I try not to go over 3000 when cold, 3500 is maximum for me before the engine is warm).

The idle is fine, also the car backfires into exhaust slightly when cold.

Is it possible it's just the spark plugs or it seems like the IACV or O2 sensor?
