b13 Brakes

Just purchased this car. Previous owner had installed Axxis/PBR Metalmaster pads F&R with new Brembo rotors on the front.
Initial push on pedal gave a soft response, but would would stop.
Pumping gave stronger response.
Took to local shop and their diagonsis was that the handbrake part in the rear caliphers was at fault.
After rebuild response was slightly better and excellent with a pump. As you know, for auto-x this is not acceptable.
Any ideas, or is this normal?
TIA
