Running at full advance

My car will not run normally at 17* timing. It feels as if it has zero power. So in order to feel as if the car is semi normal I have to run at fully advanced timing. I had cams put in and then I put the stock cams back in. I feel as if something is going on inside the motor w/ timing. What could be the problem?

You either skipped a tooth on the chain or your idle rpm was too high when you were setting the timing.

A tooth was NOT skipped on the timing chain. It is exactly 20 links inbetween the two timing marks. What else could be off?
