We took the starter off my brothers 91 se-r today because all it does is make a loud clicking sound from the starter. So I took it to the auto parts store and they checked it out and they said it works. So I push started the car and then i turned the key, it made a grinding sound like it should make if you try to start a car when its already running. So Im guessing the starter isnt broken but i dont know why its making that clicking noise and why it wont work is the car is turned off? Anyone have any ideas? Thanks.

auto parts stores are stupid , they make the crappiest starters too, the go bad every 3 months, take it to them and demand they give you a new one even if there stupid machine sais it works. I have had the same problem over and over again. the starter gets hot and the solenoid doesnt want to work, so all you get is Click Click.
u may want to make sure your battery is up to par.. u say u pushed started it THEN turned it over and it grinded like it would normally( with this though the car has got ALTERNATOR POWER) but when the car is off , it relies solely on the battery which in your case may be struggling. check that u may have a dead cell or a bad/corroded connection. if its not that i agree *** josh , go get a starter.
good luck
