Repairing light rust On car

Ok so I have a classic and the rails that are at the bottom of the door are starting to develop some light rust, because they have been pretty banged up from the previous owner paint has chipped. Monkey must of not known how to use a jack properly!!

SO on some parts of the rail its split in the center. Picture a hard shell taco.

I want to clean this up and putt some rust proofing stuff in there. I'm guessing I"m gonna have to sand the paint away then apply coatings of stuff. Then apply some paint.

So my question is has anybody had this problem before? What paint and rust proofing stuff should I use. How do I bend the metal back so ITs not split down the middle anymore? Are there any special tools or books I should get to tackle this Job? Any help would be appreciated thanks.

i've heard that Rust To Black stuff is pretty wicked

You can either get Naval jelly that I think either chemically eliminates rust, or I think it might turn it back into metal. Or, there are products that turn your rust into a primer that you can sand down and paint over.

I know this first hand, Ive used it many times on my se-r. Goes on clear, turns to a primered black in a few minutes. You really have to grind that rust down though or you'll see specs of it come back out of the "Rust to primered black" paint.
