Need help with technical starter questions please

So I am putting a new engine in my car again. The engine I got is from bllfrog up in idaho and he said the starter has some squeal so last night mark and I decide to rip it apart to clean it up and scope it out. We do so but we try testing it outside the vehicle and the toothed part that engages the flywheel won't pop out. Does this not work when it is out of the vehicle regardless of how one tests it? Also what exactly is done when you rebuid a starter-just clean everything up, lube everything, and get new brushes? Where would one get new brushes for a starter?

Yes the bendix should engage and the gear should pop out and spin, take it to an automotive shop most will test it for free. check the phone book for places that rebiuld starters and they can hook you up with brushes, if the armature is f-cked than it's useless. good luck

It worked fine before so I don't see why it wouldn't work now.
