PLEASE HELP!!! Emission failure problem

I took the car through Virginia emission inspection and failed. the motor was recently rebuilt with new rings, rod and main bearings.. valve job etc... Something is terribly wrong as the (HC pm) hydrocarbon at the tailpipe at 15mph on the rollers had a limit of 119 and the car read 201. At 25 mph the limit was 115 and the car read 170. The (NO pm) ......, not sure what it is at 15 mph had a limit of 945 and the car read 4959 and at 25 mph had a limit of 855 but the car read 4839.... Does anyone know what the problem may be? Any help will be appreciated.. Thanks guys

The motor is a stock usdm motor... Modifications include headers, intake and a thermal research exhaust system. All the emission stuff is on the car. The

Well HC's usally indicate a misfire and NOx is controlled by your EGR.

I checked the egr pipe off to find out that it is blocked up.... I'm gonna clean and re-install it to the car... I cleaned the throttle body also...

if you have both High NOx and High HC's at the same time its usually the cat.
If you have just one or the other, the go search and destroy on some vacuum leaks. If you dont have any then play with the timing especially since you said that you just had that motor rebuilt.

If the ECU was reset lately (maybe with all the engine work?) it will need about 300 to 500 miles to "learn" all over again before it adjusts everything right for emissions.

You were partially right... It turns out that the cat was not working like it should but the egr tube was also blocked.... I cleared the blockage and replaced the cat... It passed the emissions inspections.... Thanks
