'96 Sentra originally w/GA16 now has SR20 and radiator fans won't kick on :(

1996 Sentra 200sx originally powered by ga16
-converted to '98 sr20
-I believe the harness was swapped out to a '98 harness as well
-now swapping in jdm sr20
-radiator fans will not kick on at 212*(temp monitored via techtom)
-fuses are all good
-temp gauge in dash reads 1/4 up from cold even at 212*
-swapped the 2 temp sensors by the aicv on the intake manifold from the usdm engine to the jdm engine

Not sure what else needs to be checked in order to get this fixed or if anyone else has encountered this problem before. Any suggestions?

Make sure the cooling system is bled correctly otherwise the fans wont turn on correctly from the temp sensor.
