My B13 SE-R power steering rack has started to leak pretty bad. Now is the time to swap in a manual rack and get rid of the PS. Is swapping in the manual B13 rack worth it, or should I just make it easier and get the RTR PS eliminator kit?

I did the same thing as AaroNX, and I'm not 100% satisfied w/ it yet; but it could be b/c I drive my daily driver SE-R the most which still has PS. Personally, I would like to drive a manual rack'ed car before dealing w/ the change.
I personally have installed a manual B13 "E" rack. It is pretty good for daily street driving, its not that big of a deal or difference.
For the install- you have to change out the steering coupler between the rack and column. I actually used a coupler from a 1990 (B12) Sentra, as the stock will not fit.
Good idea on the RTR kit, but if you are on a budget use the old pump with the lines removed and blocked temporarily.

Dustin Buell also sells PS removal kits. He has some bad feedback, but I can't complain about the guy. I believe his screen name is Twowheeltirefrier (or something like that). I'm running his kit, and I haven't had any problems.
I've seen his kit on here before. I think it's just Twotirefryer. I like the fact that both guys went to the trouble of making those kits, but I'm having no trouble with just the smaller belt on just the wp pulley. For a LONG time I just had the stock PS pump hooked up to nothing at all and it worked fine as well. I just removed it and went to the smaller belt for weight reduction purposes. Well and I mounted my battery on the firewall right there.
I had the p/s removed on mine and prefered to keep the Se-r rack since it had a better, tighter steering ratio. If your going to buy a new rack I would consider just buying one for the Se-r. When I deleted my p/s, I kept what fluid was in the rack and ran a rubber hose to the 2 fittings on the rack and just allowed the fluid to recirculate in the rack.
