Christ, have you EVER changed the oil on that motor?
That is by far the nastiest looking SR20 I have ever seen.

That allen plug is something for coolant. dont take it out. If you do you'll need an impact screwdriver with an allen socket.

Your motor looks like the den where the aliens spawn from in all those movies.
Sorry to hear about your fingernail. I usually get a similar bonus whenever I touch my car.

The motor in the P10 Geo bought several years ago was that bad. Naturally, it had a rod knock so the Beast motor was swapped into it.

a good acid bath after a trip to thhe solvent tank and then bake it might help...a little. a new head would be less money and work

I would personally recommend against doing that, only because all of the particles and gunk will break apart, and drop down into the oiling system, and you can possibly spin a bearing, clog the oil pick up, cam oiling tubes, ect, ect. If you are pulling the head, clean it then, if not, just put the v/c back on and look away, act like you never saw it. and change your oil more often, it should clean it up a little bit as well, little by little. a small chunk of that junk can ruin your day with a quickness.
