What kind of torque wrench are you using? You need an INCH pounds wrench. 'Regular' torque wrenches can't be trusted when dealing with such low torque ranges.
Also, you need to torque the cam bolts down little by little, drawing the cam down into the head until the caps finally come in contact with the head.
There are 5 cam caps per cam, and 2 bolts per cam, arranged as such:
1---3---5---7---9
2---4---6---8---10
What you want to do is go in the following sequence - 1,4,5,8,9,2,3,6,7,10
When you do this, use a 1/4" drive ratchet, NOTHING BIGGER!, and hold it by the head, NOT the end of the handle. Start by turning the bolts down until the bolt head
just touches the top of each cap. Now turn each bolt gently, 1/2 turn at a time, following the pattern above. As you go, you will S L O W L Y be pulling the cam down into the head, little by little. Once all of the the cam caps have come in contact with the head, you change the pattern to 5,6,3,4,7,8,1,2,9,10 and proceed to torque them down to 1.4ft-lb (basically impossible), then 4.3 lb, again this is so little torque you could do it with one finger, and finally 6.7 to 8.7ft-lb. I do the first two steps by feel, and then use my torque wrench set to 100in-lb.

Evenly tighten 1/2 turn on each bolt until all of the caps are snug (1.4 ft-lb and again to 4.3 ft-lb). Then final torque the bolts from the center bolts outward to 6.7 to 8.7 ft -lb for all of the bolts with a 10 M.M. head. The 2 larger bolts (12M.M. head) closest the distributor are torqued to 13 to 19 ft-lb.
I've done at least a dozen cam swaps and have never ever broken one bolt. Eric96SER and a number of other old schoolers can say the same thing. I'm not bragging, I'm telling you from experience, that you have to be incredibly patient and gentle when you install cams. It takes me two hours to do a cam swap, and I'm using power tools for allot of the job, so you can get an idea that I spend allot of time getting the cam caps snugged down.
