My car failed for emissions and I was wondering if, among other things, I should replace the EGR or can it just be cleaned?

It can be cleaned. Don't replace it unless you are having drivablity problems. Even then try and clean it. There is mucho info on cleaning it in the archives on SE-R.net. Good luck

It's in the troubleshooting guide, which can be found here:

http://www.se-r.net/engine/index.html

The actual procedure is here (under surge and hesitation):
