engine pre-check for turbo?

Hi guys,I want to make sure my engine is able to withstand the added pressures of a turbo but don't know what psi the compression should be min- max. I noticed #3 cyl. is lower than the others but no more than 10 %. the readings I got were with the throttle plate closed.I forgot to open it, oops! choking. so I'm going to do it again this time I'll open the throttle plate. I want to be sure "she can take some more power captain" before shelling out $ on turbo stuff and labor.

If you wanna stay with moderate boost levels, 10:1 comp is cool. But I'm sure he'll get bittin with the turn-up-the-knob-for-more-boost-despite-my-high-comp. bug in no time and will be wishing he had swapped his pistons sooner..

I'm jus assuming that since he was willing to go all out with his all-motor..and all of a sudden he wants to go turbo..he would want to go all out on his turbo set-up..but then again this is my ASSumption.
When you are going turbo, I hope you're also gonna swap the pistons back to at least stock 9.5:1 ....
