How much can a bad or old catconv affect mileage?

I got my G inspected today and the place said that I need a new catalytic converter. Since there was a couple of threads about older cars(P10, B13, B14) having bad gas mileage especially during the winter months, I was thinking about how much a bad/old cat can affect mileage and performance. IIRC, the second O2 goes into it, correct?
