i want to take out all the power steering and put in a manual rack but until then can i just take out the cooler,resevior and lines and re route the 2 lines on the rack? i have a leak in my high pressure line and its making a damn mess.

Try that. If you don't wanna run a CS pulley or rtr eliminator kit just get a 25" belt.

or convert your system to run one belt, your water pump will spin slower though
